Who can vote in the Pinedale election?

There is still some confusion over who can vote in the Pinedale municipal election on Tuesday. We have been told that anyone who was registered before the 30 day deadline, and is a resident of the Town of Pinedale, can vote.
Anyone who registers on election day can vote.
Anyone who registered within the 30 day time period between election day and 30 days prior, apparently cannot vote. We don't understand it, we're just passing on what we've been told by the Town.
Here is the information provided by Pinedale Town Attorney Ed Wood: "Any qualified person who wishes to vote in the Town of Pinedale election on May 2nd and who is not presently registered to vote may register the day of the election. To register to vote in the Town election on May 2nd, the individual must be a citizen of the United States, at least eighteen years of age and a bona fide resident of the Town of Pinedale. No one may register to vote who is currently adjudicated mentally incompetent or has been convicted of a felony and not had his or her civil or voting rights restored."
To register to vote, you must go to the County Clerk's office at the Sublette County Courthouse. Polls are open for voting until 7 pm on Monday. The County Clerk, Mary Lankford, will be at the courthouse until 7 pm to take care of anyone who wishes to between 5 pm and 7 pm. That's pushing things to the last minute, but any Pinedale resident who wants to vote after work can race to the courthouse, register, and take their receipt showing proof of registration to the Town Hall to get in and vote.
We are still seeking clarification on why people who registered within the 30-day time period before the election cannot vote in this election when people who register the day of the election can. Apparently it has to do with a Pinedale Town ordinance. This is being investigated with the Secretary of State.
