Governor restricts State agency hiring
'Trying to live within our budget'

(Cheyenne) – In response to declining revenue projections, Gov. Dave Freudenthal imposed a restriction on state agency hiring and ordered agencies to limit non-essential spending.
"Generally positions are not to be filled," the Governor said. "There will be exceptions based on application from the agencies, primarily in areas related to public health and safety."
In Executive Order 2009 – 3, the Governor specified that agencies should not recruit for or fill any position vacancy, including at-will employee contract positions, without prior authorization from the Governor’s Office. He said he is also directing agencies to defer reclassifications and promotions.
The Governor also asked agencies to limit non-essential expenses such as travel, the purchase of supplies and equipment and contractual services. Furthermore, he directed agencies to continue energy and resource conservation efforts to reduce utility expenses.
Although the Executive Order does not apply to Wyoming’s community colleges, the University of Wyoming or the Judicial Department, the Governor said, "In the spirit of cooperation and in recognition of our fiscal circumstances, I am requesting their cooperation to the extent possible."
The order is to be effective until further notice.
