Below are the documents Pinedale Mayor Stephen Smith submitted as written and oral testimony to the House Committee on Natural Resources on Thursday, September 17th, as part of the two-day hearing on House Bill 3534, the CLEAR Act. We have transcribed his oral testimony since it was slightly different from the written testimony document.

The hearing was to debate the proposed "Consolidated Land, Energy, and Aquatic Resources (CLEAR) Act of 2009", which seeks "to provide greater efficiencies, transparency, returns, and accountability in the administration of Federal mineral and energy resources."
