Is EPA intentionally creating a ‘fracking scare’?

The Wall Street Journal posted an opinion piece on Monday, December 19th, on the Environmental Protection Agency (EPA) "draft" report that the drilling process of hydraulic fracturing may have contaminated ground water in Pavillion, Wyoming. The opinion article suggests the credibility of the EPA is questionable because people in the EPA are using the report to advance an ideological agenda against the natural gas industry and their use of fracking as a method of recovering gas.
The Wall Street Journal’s argument to back this position is that the EPA failed to disclose to the public that Pavillion-area aquifers are located in geologic layers that are known to have hydrocarbons naturally mixed with the water. The article says the EPA may also have a power agenda because they have indicated a desire to create new rules to regulate fracking to take regulatory control away from states and place it under federal control.
"The agency is dominated by anticarbon true believers, and the Obama Administration has waged a campaign to raise the price and limit the production of fossil fuels," the article states.
