Governor Matthew H. Mead, pursuant to his authority as Governor of Wyoming, has ordered the Wyoming State flag be flown at half-staff statewide in honor of former Wyoming District Court Judge Elizabeth "Betty" Kail, from sunrise to sunset on Thursday, March 16, 2017. Judge Kail served from 1982-1994.
