Wyoming Legislature update – Feb. 18, 2020

Hello Sublette County, this is Albert Sommers reporting to you from Cheyenne on the seventh day of the 2020 Budget Session. During the morning, we worked through Second and Third Reading of nearly twenty bills. A few bills of interest we considered today include:
Second Reading (an additional reading of this bill is needed and a majority vote before being sent to the Senate for consideration)
HB 102, Wyoming combat sports commission would rename the board of mixed martial arts as the Wyoming combat sports commission and specify duties of the commission related to the governance of boxing. I support this bill.
HB 48, Voyeurism „Ÿ amendments would strengthen and clarify voyeurism laws to better protect Wyoming citizens and Ifve been pleased to support this bill.
Third Reading (these bills have passed the House and will now be considered by the Senate)
HB 47, Local sales and use taxes would allow counties that have a general fifth penny sales tax to impose a sixth penny sales tax. The bill would also allow municipalities to impose a seventh penny sales taxes for special purposes in their towns. I supported this bill to give more control to local governments and municipalities.
HB 004, Wyoming coal marketing program. This bill would create the Wyoming coal marketing program to help promote our coal resources and promote Wyoming as ground zero for clean technology development and deployment. I supported this bill throughout the process on the House side.
This afternoon, we finished first reading of the Budget. Members of the House Appropriations Committee, including myself, take turns walking House Members through different sections of the Budget, including operating expenses for all executive, legislative and judicial branch agencies, including the University of Wyoming, community colleges, and K-12 education.
Tomorrow, Representatives will have the opportunity to debate the Budget and offer amendments. A similar process is taking place in the Senate.
