Portion of HD22 to hold special election
by Wyoming Secretary of State
November 12, 2008

Secretary of State Max Maxfield announced that the State Canvassing Board met this morning at 10 a.m. in Room 302 of the Wyoming State Capitol. The State Canvassing Board certified the statewide abstract as the official canvass, excluding House District 22.

The Board made the determination that a Special Election must be held in the precinct for House District 22 that falls within Lincoln County. The official results for that House seat indicated a four vote difference between Democrat Jim Roscoe and Republican Charles Stough. Across the entire district, Roscoe received 2,891 votes and Stough received 2,887. Recounts performed in Lincoln, Sublette and Teton counties, in which the precincts represented by House District 22 reside, resulted in the same vote counts.

The State Canvassing Board, comprised of Secretary of State Max Maxfield, Chairman, Governor Dave Freudenthal, State Auditor Rita Meyer, and State Treasurer Joe Meyer, in a split vote, ordered that a Special Election be held for House District 22, only in that precinct which falls within Lincoln County. Governor Freudenthal, Auditor Meyer, and Treasurer Meyer voted to have the election held in only Lincoln County, with Secretary Maxfield speaking in opposition, favoring a Special Election in all precincts in all three counties represented in House District 22.

By statute the Special Election will be held on November 25, 2008. The specific details of the Special Election will be determined by the Secretary of State and the Lincoln County Clerk in accordance with the state statutes. "We have already received many questions about the conduct of the Special Election. We will release specific details about this election after we meet with the Lincoln County Clerk and Attorney General’s staff," Maxfield said.
