Wyoming Legislature update – 2/11/19
by Albert Sommers, House District #20 Representative
February 13, 2019

Monday, February 11, 2019
Hello Sublette County,
This is Albert Sommers in Cheyenne on Monday the 11th. We welcomed Major General Luke Reiner, Adjutant General of the Wyoming National Guard, and he presented three servicemen and women who have done outstanding work. I would personally like to thank all members of the National Guard for their service to the state and country.

During 2nd reading today, the House passed, on a voice vote, seven bills including:
SF 37 – Wyoming Energy authority
SF 63- LSRA investments
SF 43 – Hathaway scholarship eligibility

The House considered, on 3rd reading, 8 bills – passing seven and defeating one. Bills that were passed included these I supported:
SF 50 – State Amphibian
SF 51 – Tobacco tax equivalence – This is a bill that will allow the State of Wyoming to enter negotiations with the tribes to equalize tobacco tax throughout Wyoming.
SF 93 – Grizzly bear hunts

The lone bill to fail on 3rd reading was SF 6 – Personal property tax reporting. There were concerns about this bill hurting small businesses and agricultural producers.

We considered 10 bills on General File today, nine of which passed. Bills of note included:
SF 54 – Wyoming Cowboy Challenge Academy endowment
SF 78 – Archaeological human burial sites

Senate File 76 – Warrants for digital records failed on a vote of 18-39-3, and I voted against the bill. The House was concerned that this bill would allow law enforcement to access too many digital records, and could jeopardize citizen’s constitutional right to privacy.

Today, the Joint Conference Committee on the supplemental budget began to work through the differences between the House and Senate.

Thank you
